Like it or not, XP is still in wide use by EUs. Given the utter abortion Windows 8 turned out to be, people aren't going to be leaving 7 any time soon and many will be holding onto XP until a fitting successor comes out for Windows 7
Windows XP came shipped with DirectX 8.1 pre-installed. Almost no one runs XP without at least the second service pack (x64 build stopped at SP2). Which would put you at DirectX 9.0c, which is the latest build. Dropping DirectX 7 & 8 support is something I am strongly with. As even if you do use the vanilla build of Windows XP (no clue why would you with all the bugs/security threats). You aren't left in the dark, as every Windows XP owner can download service packs for free.

You seem greatly confused. Just because one can install DX 9 on a system does not mean the graphics card or chip will support DX9. DX9 is a software upgrade, not a hardware upgrade. Installing DX9 does not automatically put a better graphics card in a system.

You need to remember we are talking about Windows, which generally ships on systems that do not properly support the OS.
