Windows XP came shipped with DirectX 8.1 pre-installed. Almost no one runs XP without at least the second service pack (x64 build stopped at SP2). Which would put you at DirectX 9.0c, which is the latest build. Dropping DirectX 7 & 8 support is something I am strongly with. As even if you do use the vanilla build of Windows XP (no clue why would you with all the bugs/security threats). You seem greatly confused. Just because one can install DX 9 on a system does not mean the graphics card or chip will support DX9. DX9 is a software upgrade, not a hardware upgrade. You need to remember we are talking about Windows, which generally ships on systems that do not properly support the OS.
