Windows 98 addon request

I doubt this is even possible...but is there a way any of you guys could create something to add the thumbnail feature [like in windowsXP and 2000] ?

(When you are browsing through a folder picture files show a thumbnail)

It would be VERY MUCH appreciated if anyone could create something like this..
