Maybe I am too stupid to find the right switch.
I am looking for a setting that starts the IDE in the background.
Since I have many files open, the IDE is brought to the foreground every time a file is loaded.

Just because it worked doesn't mean it works.

Cannot reproduce, but I actually want that behavior. If I press enter on a .pb file in explorer while I already have one open, the IDE isn't brought to the foreground, windows 10 21H2 and Windows 11 24H2.

I (mostly) work with Win11 Home.
The described behavior can be observed with the Setting: Auto-reload last open sources
The thing is, I really have a lot of open sources .... (I know, my bad).
In your scenario, I would definitely have the IDE in the foreground.

PS: Saw your post and wanted the opposite, but it didn't work… so in case please tell me what settings you had to get foreground on open!

well, its very interesting.
I am doing some cleaning with my old Win10 notebook to prepare it to move to linux (some day).
And with PB 6.11 (x64) it looks like the way I like it. Only the Splash Screen is in foreground (because I do not check the Disable Splash Screen).
My General Settings are always the same:
[x] Run only one instance
[ ] Disable Splash Screen
[x] Memorize Window positions
[x] Auto-reload last open sources ; <== I would like the IDE to load these files in the background, not the single files selected by double click ...
[x] Display full Source Path in TitleBar
[ ] Enable accessibility features
=> So different behavior on my two computers:
1: Win10 + PB 6.11 (x64)
2: Win11 + PB 6.21 (x64) latest beta

Checked on Win11 again with PB6.20 (x64) final and PB6.21 latest beta.
No difference between this setting. (of course the splash screen is visible or not depending on the setting)

Behavior:
