SimpleLangs — easy stuff for PB UI localization

Some addition to automatically resizing GUIs by @pf shadoko ^^ (http://www.purebasic.fr/english/viewtop ... 12&t=66353)

It's pretty simple and minimalistic for now (as planned), but that's should be enough for many cases. Anyway further I'm going to add all others things (like control tooltip support, multiline text support and so on).

Generally there are only 3 functions and no much actions and hardcode is required to use it with any program.

PS. This version is one I've made from previous (which was OK, but crude enough), so didn't tested it yet in real app, please tell if something working wrong
