user32.dll not found?

im writing on a program which runs fine with windows xp and 2000, but running on win98 there is the (windows) error message:
"cant find user32.dll"

what is wrong? are there any functions that dont work under 98?
or is it maybe just a bad installation as it happens to pre-2000-windowses?
