[IDE] Add Preferences option: [x] Breakpoints persistent

[IDE] Add Preferences option: [x] Breakpoints persistent

Currently markers are persistent, meaning they continue to exist after closing and reopening the IDE.
It would help if when I crash or quit the IDE while debugging, I didn't have to reapply all my breakpoints.
Please add Preferences option:
[x] Breakpoints persistent
