Create and control symbolic links

Hello folks,

in an effort find a solution to my predicament which I outlined in my previous thread, I have been looking at symbolic links. Now I know that symbolic links as per the API function CreateSymbolicLink are not the answer, not just because they are unavailable in WinXP and WinXP is still too widespread, but also because I have too little control over the symbolic link, but essentially, it points me in the right direction.

Here's what I want to do: Pretty much similar to what Dropbox does, I want to create a folder on the users computer and make it look like that folder contains files. Just that instead of synchronizing the files to a internet storage drive, I want my program to be in control of those 'dummy' files.

Anyone done something which could help here?
