WinAPI Update

An update to the windows api with new commands would be nice. And also fixes, like PtInRect no longer takes 3 arguments as the little status bar tip states, only two

the calls using POINT are already up-to-date, only the statusbar help isn't.

Yeah, I just noticed that

I just looked it up in the winapi help file to find out what the new argument is.
Would be nice to have the status bar help updated though, but no big deal
