streaming webcam

i searched the forum on this matter and i didn't find a lot of stuff on video streaming
on some posts i have seen that people asked for dll's or other methods i'm not sure if this is usefull but here it is

i'm a beginner at pb but can this be used with pb (i mean the dll's) ?
