[Implemented] New Forum Categories

A suggestion:

With the arrival of 4 for linux, it may be a good idea to create some new forum categories. We currently have:

1: PureBasic
2: OS Specific
3: Miscellaneous

I suggest we have something along the lines of:

1: PureBasic - but all subsections get locked for new posts (read only)
2: Cross-Platform - with subsections as per PureBasic category
3: Windows - with subsections as per PureBasic category
4: Linux - with subsections as per PureBasic category
5: MacOs - with subsections as per PureBasic category
6: Miscellaneous - but with announcements subsection locked for new posts except admin.

And an Announcements subsection in each OS category.

Some work now - creating the categories and locking the old - however I think it will make for clarity (and much less work and confusions) in the long run. Interest and posting regards linux is rising, I assume when the mac version is released there will be some increase in same for that OS.

(This would mean we could still read the old stuff, just not post there, forcing us to be more specific in where we create new topics).
