Cipher lib rework?

I'd really like to see new functions in the cipher lib, like:

- DES/3DES encryption and decryption

- Rijndael encryption and decryption

-Blowfish/Twofish encryption and decryption

- Serpent encryption and decryption

Also RC4 encryption/decryption.

I compile using 5.31 (x86) on Win 7 Ultimate (64-bit).
