[PB4B6] Toggle All Folds

I find the IDE menu option Edit -> Toggle All Folds very inconvienent to use is it almost invariably seems to fold when I wish to unfold and vice versa.

Please replace it by two options:
Fold All
Unfold All

...or make a hotkey for that

What coul be fine, is toggle fold from cursor position downwards (was really a useful shortcut in a wellknown basic mutation :roll: )
