Add Forum Topic -> User Libraries

There are so many user libraries now, that i think it would be usefull to have a specific topic for them under Miscellaneous.

Opinions?

I suggested a while ago that perhaps a new Forum for UserLibraries.

With a new Forum for Libraries, the author could post the initial announcement and any updates to a single thread. users could post support questions etc to the same thread and we could easily determine if the Library is good / if it is still maintained etc...

The Library Developer won't have the burden (& cost) of maintaing a WWW Site and we (users) have a central point of focus for findng new Libraries.

It would be a good way for new PB users to assess how active this community is as well - so everyone wins...
