I found this in some web site, it's outrageous, what do you think?:

Правительство России рассматривает сегодня ход исполнения федерального бюджета в 2005 году. Открывая заседание, Председатель Правительства М.Фрадков заявил, что доходы федерального бюджета в первом квартале 2005 года оказались выше запланированных на 47%.

Как отметил М.Фрадков, доходы бюджета составили 1 триллион 196 миллиардов рублей, а расходы - 850 миллиардов рублей. Таким образом, профицит бюджета составил 346 миллиардов рублей. Объем Стабилизационного фонда за первый квартал 2005 года существенно увеличился и достиг 768 миллиардов рублей. Глава Правительства обратил внимание на то, что значительная часть доходов - 267 миллиардов рублей - получена за счет работы контролирующих органов исполнительной власти.

Yep, I'm always worried about the Russian's federal budget. Lucky for them that they had 47% more income than expected..
