Is there any good sound engine for being used with PB
I would like to have presets (echo, etc) in realtime, and 3d positionating for the sounds, which lib does this job?

contact them, and ask them about the details re. usage / licensing, you'll find out there's a special arrangement for small dev's, at least that was the case a year ago

Both, fmod.dll and bass.dll are cool audioengines, but you'll have to pay for them, if you don't use them for a freeware-project.
Personally I prefer fmod. (I had a deeper look at fmod and bass about 2 years ago and made my choice) It's very powerful (too much for some textlines), and their support via their forums at fmod.org is excellent.
But if you decide to use fmod you should take a look at 'fmod ex' before, which will come out in some weeks or so. There's a forum with invitation only (just write a mail to Brett, ('Brett' there is the same as 'Fred' here
, but there are more people participated in the fmod-team)) and there you can download the inoffical beta-version.
fmod ex = fmod 4.0 will no longer be downwards-compatible. It's a totally rewritten audioengine and comes ahead with a very well-structured API-design new from the scratch. Further it seems that it will no longer be supported for PocketPC. (But Windows/Linux/Macintosh/PlayStation/GameCube/XBox)
