Windows Skinning

Does anyone no of any Skinning Development kits?

I'm looking for something similar to http://www.skinux.com. Except without the hefty price tag.

Something that would function the way WinAmp or Windows Media Player can apply skins, but more powerfull.

Things I would like it to do:

1. Be able to be skinned on the fly through PNG/XML files for style
2. Be able to be Blended into the desktop. Windows 2000 and XP only
3. Accessed Through DLL's

I realize this probably isn't out there for cheap or even free. It might be fun to see what I can come up with. Although I don't want to waste my time if something is already available. What I'm not looking for is a way to skin over regular Windows API Gadgets but instead to create my own Interfaces like I would in Flash.
