I don't think phpBB allows you to do this. I could be wrong though.

Is Fred not using a reverse proxy like nginx or Apache? Phpbb is ill equipped for threat mitigation.

What's happening again? It's annoyingly slow. Loading times of 20 seconds and more.

I really don't understand what these scrapers are doing to make the website this slow. I'm a very experienced web scraper and it's really not hard to be a good citizen of the web

Maybe it needs to be transferable all data in the new forum and modern, say Discourse :
https://www.discourse.org/ or Fred uses web technologies so maybe Flarum :
https://flarum.org/
That maybe protects against to scrapers
