My favorite part of that show when they dragged it to America was that in the first series that I was forced to watch with my nephew the Yellow Ranger was a guy in Asia and they used a girl in the USA so when she "morphed" she became a boy... Thats quite a change!
Nowadays the black and white comic books are here... in english... but they are still slightly risque showig panties and breasts... Not that I really mind that... but I don't think the bookstores should provide free reading rooms for preteens to read that stuff!

Sorry but I must take issue with your definition of "Japanese Animation". All that stuff you listed belongs to the Hentai/Doujin Genre. But that's what you get with a sexually repressed society.
Also, I think "Japanimation" is a pretty outdated term. I actually have never heard anyone use it, even. These days it is correctly referred to as Anime by the majority of people. "Japanese Animation" is too broad of a generalization to use when talking about a specific sub-genre, and it unfairly casts the other 95% of Japanese work in an inaccurate manner.
The live action stuff, I don't know much about, but what we typically get over here is usually referred to as Sentai. It's aimed at kids, there is little actual blood or anything like that, just cool fights with special FX up the wazoo. I could think of worse things for kids to watch.
As for the "black and white comics", you have plenty of great material with good stories and varying levels of fan service. That's the nature of the beast. But most mainstream stuff you could find the equivalent of on Prime Time Network TV. The more risque stuff is out there, sure - but ANY art form has that kind of stuff.
I don't think a 13 year old seeing a panty shot, or a stray boob pop out is going to destroy them or anything. But if there is a store out there letting kids read the more explicit stuff then perhaps you should take that up with them.
