Not exactly. The name "PureBasic" is a proper noun, and as such, is written
however the creator of that noun decides. Fred chose to use "Basic" instead
of "BASIC" and therefore that is the correct grammar. (Note that Microsoft
also did this with "Visual Basic").

It's not proper grammer, just due to habit or the creater called it,
there's no doubt PureBasic can be a product name, but it's exactly
a BASIC language unless Fred declared it's not following the BASIC
rules, then PureBasic stands for a standalone name.
