Sorry, You really seem very confused about the topic yourself.
You link to a video, which clearly states, that the government should pay
a basic universal income to ALL citizens each year.
At 0:41:

1. Guaranteed salary every month
2. You get paid even if you have a job
3. You can spend it however you want
4. Getting the money is an inalienable human right
And it will cost the GOVERNMENT $3.000.000.000.000 EACH year.

So...Since the government is 'THE PEOPLE'..Who do you think will get the bill
in the end? The smurfs? Take a look at the debt already accumulated by the countries:

So...For the government to 'repay' the imaginary debt created out of thin air by the central banks and endorsed
by the government, it has to increase or invent other types of revenues to pay back the debt (ex. increase tax on everything).

What about the differences between countries?
Some pay high tax and vat, while others pay virtually nothing.
Some pay almost nothing for food, transport and housing, while
others pays both 100 to 400% more for the same items.

Money is in reality like a turd at the bottom of a pool - it slowly rises to the top and stays there.

In this reality..We're, sadly enough, willing to do anything for personal gain (profit and/or survival).
