Good ICO maker

As you know, .ico files hold one or more icon bitmaps.

All the ico editors I have seen allow creating/editing of one image.

I was wondering if anyone knew of a good (hopefully free) icon maker that edited/added/removed icons in an .ico file.

(I would like to create 64x64, 32x32 and 16x16 so all appear reasonable in the places where they show (eg, titlebar) without the lossy or dithering effects that sometimes show).

I've used *this* before and it lets you do that. Its as simple as going into a menu and clicking something like 'Add image' every time you want a new one, all in the same ico file. And most usefully for me it lets you import the graphics as bmp or something then just save them as ico. So you can use any image editor to create or resize an icon then pack it all into one file.

I'm quite partial to iconcool myself. Don't know what everyone else suggested but that's my choice. :)

Actually I just pulled down an ISO with tons of opensource and free stuff on it. iconcool was one of the apps, I'll try it.

Edit:
My bad - it was not iconcool on the disk. So I'll look it up. :)
