Reading Japanese (or other language) text files

I'd like to read in and display Japanese text. I have a text file with mixed English/Japanese (the Japbe Japanese.txt file as an example) and would like to read it in and display the characters properly. How can I go about doing this?

Do you have a Japanese OS?

Japanese works fine for me in the Japa version of XP, with the exception of the EditorGadget().
