Have you seen the license?
It is complicated to know for an executable which licenses needs to be mentioned when you distribute it.
If I use PB I don't know exactly what is used and it would be difficult to handle such stuff correct.

Yes, the new license is approved by FSF, OSI and comptatible to GPL and other linking to licenses
