To the reminder because of the FormDesigner problem with ToolBar

Fix Linux ToolBarHeight result to Zero like macOS because the FormDesigner
I may extend the function with Option ToolBarHeight(#PB_ToolBar_FrameCoordinate) to get the actual height for all OS
