The right forum for this question would be the Off Topic forum -> next time
You need to now the name of the news server. If you not sure call your provider, And ask for it.

Make sure you also know the right username and password.

Open Outlook
-> tools
-> accounts
-> press new
-> choose news
And fill out the form. Very simply
