In the IDE Preferences, there is an option called "Background for Procedures" (29th option under Editor\Coloring).
If it checked, the colors selected for Issues become inoperative.

Long known bug: only the line coloring works if a procedure color is set.

Yeah, we know that's a long known bug.
It's been there since Freak introduced the issues feature, back in whenever.
That's not the point.
The point is that Fred is in a flurry of bug correcting,
so there's never been a better time to bring forth all known bugs.
