As of 2012, the new codec OPUS is the champ when it comes to web-worthy bitrates below 96 kbit/s.
OPUS beats every codec, including Ogg Vorbis, by 10 to 50 percent, allowing for radio quality at around 48 kbit/s.

Should licence issues disallow for this integration I WOULD STRONGLY insist that at least the classic WAV ADPCM (Microsoft/IMA) should be enabled for the sound lib. It is performant - and a legend like the .gif image format. Every game from 2000 to 2003 used ADPCM.
MP3 should be out of licence, too. MP2 certainly is. And what about lame !?
