Everyone can decide for himself/herself whether to publish code for free or not. Some problems are more complex than others. Even a simple question can need a complex solution and some people want a little compensation for their work. I think this is totally fine. I am currently working on a Gerber interpreter/renderer and will provide it for free (if I finish it, butt my current code looks promising).
