The truth is never confined to a single number - especially scientific truth!
so, who cares? some appearently, it was meant to be of some use, and a flag was inserted into the code / registry to block it, perhaps for testing, debugging, whatever... it doesn't mean xp is crap (though it could be
), it's, in fact, pretty much irrelevant

Here's a neat one..
1. Run cmd from the Run box..
2. Click Shutdown from the Start menu..
3. Then, while the Shutdown dialog box is there, hold CTRL + ALT + SHIFT
and click Cancel with the mouse..
(this shuts down the explorer -- not the internet explorer)
Now, the only thing you should have open is that command prompt..
Every wanted to delete files that were in use, ie. index.dat files..
Now you can..
And, when you are done fiddling with the prompt, hit CTRL - ALT - DELETE
-- go to the Application tab, and click New Task, the new task you are
going to launch is: explorer.exe
wala...

It's a feature for developers which is well documented in the Platform Development Kit.
And actually it is extremly useful to have a safe simulated system crash, as it tells you alot about your software and what can happen.
It sure as hell beats the hell out of a crash wiping out your entire system.
