[BUG-v573] IDE preferences reset!

Windows Version 10.0.19041 Build 19041
"C:\PureBasic-x64\PureBasic.exe /portable" failed to load my prefs.
Instead, a default prefs was loaded.

No explanation why? No crash or menu selection of preferences.

Luckily, I keep a backup of these files. Everyone should.
