CreateDirectory() running directory

in most of the filesystem fuctions (at least in windows) if theres no slash or drive letter before before the name it refers to the running directory but int createdirectory function it doesn't work it fails
oh and i am using pb 3.89 beta 1 i not sure if it changed from the last version
