mp4 video will not load on new laptop

I have 2 laptops both running the same version of PureBasic. One is a 3 year old Acer upgraded from Win 7 to Win 10. The second laptop is a one month old HP Spectre 360 with preinstalled Win10. I can load and play a mp4 video on the Acer but it will not load on the HP. The HP plays the mp4 video using VLC and Windows Media Player. The program I am using is on a usb so that it can be used on either machine. It's the same program but I get different results. Any ideas?

Hi and welcome to PureBasic forum
Maybe you need to install one of the free Codec Packs
I myself have K-Lite on my machine
Google for it download and install
