Subsystem() should return #True on default subsystem

Subsystem() should return #True on default subsystem

On PB-Versions lesser than 5.40, Subsystem("gtk2") should return #True
On PB-Versions equal to or greater than 5.40, Subsystem("gtk3") should return #True
