Issue coloring breaks when custom Procedure color applied

I set the issue color to red for FIXME items and changed the procedure color to something different from the default yellow/beige.

Now FIXME issues no longer display in red if they are inside a procedure.
PB 5.73 on Windows 10 & OS X High Sierra
