Add a "Files" Tab to Tools Panel for navigating open files.

Add a "Files" Tab to Tools Panel for navigating open files.

The titlebar already shows the currently opened file and the tabs take up room in the IDE.
Please add a "Files" Tab to the Tools Panel similar to "Project".
