fromdesigner does not start

I just downloaded PB 5.1.
When clicking on Formdesigner in tools it does not start - nothing happens.

Menu -> Form -> New Form

What is the functio of the 'form designer' in the tools menu?

This change to Form-Tab in SideBar or opens Form-Toolbox, related to your settings.

No it should just open the Form tab, but doesnt create a new form!
