making command buttons in fullscreen mode

hi
i'm trying to make my first program (a puzzle game). i use 80*600*16 full screen mode. my problem is to making the game screen. i need to add some buttons for options , start, end, and other commands. how i can make them? is there any editor like visual designer for this purpose? or i can use visual designer for this and i don't know how?
right now i design them one by one and load sprites according to user command (mouse on a button or click on it)
is there any easier way to make this?

I wonder why when using OpenScreen() , it first showed a full-sized window on the new opened screen that soon disappers. It isn't possible to show just the screen and open that window in non-visible mode?

Dunno about this one.. might be a DirectX issue..

that code is like what i do right now.
but i want to know is there any easier way like visual designer to creat games screen?
