I just installed Win8 Enterprise few hours ago and after installation it run a "quick configuration",
where I was given the option to use some default settings (and it listed what is turned on, including SmartScreen) or
configure the settings on my own (which I did).
SmartScreen was already available in InternetExplorer9. If enabled, it sends all URLs you use to Microsoft. If it is a known
bad URL, you get a warning about the website (which is a good thing for some users).
If the URL is not already known by MS, short time after sending the URL, BOTs begin to scan the files and directories at the URL
and make random downloads etc. Happened to a friend of me after I was browsing his private website with IE and SmartScreen on.

Just turn it off if you don't like it, no problem then. Maybe more advanced now, but SmartScreen is not a new thing in general.

Most modern antivirus tools and firewalls do this all the time.

Edit:
By the way, this Twitter comment is from the same guy:

If any of you native English speakers have any suggestions for the above text, please let me know (via PM). Thanks!

true for the crappy cloud oriented ones otherwise a antivirus download a database on your system.
I still must say, I think Windows 8 is one of the best OSes I've ever used overall, and it will remain installed on my laptop.
on desktop (and laptop without touch screen) i cannot see the benefit over windows 7. metro could be good for beginners but useless to me and there is no way to disable it then restore the start menu.

Windows 8 Ultimate version?

AFAIK there are only "Windows 8", "Windows 8 Pro", "Windows 8 Enterprise" and the "Windows RT" (ARM version).
That's what Microsoft announced and no "Ultimate" version available in MSDN downloads.

Just turn it off and go on with your lives. problem solved. :)
The advantage of a 64 bit operating system over a 32 bit operating system comes down to only being twice the headache.
