Sounds like a UI that has'nt been thought out properly.

If it's 6 months full-time work then, well, it's likely going to be quite expensive depending on the level of expertise/experience required. If it can be done part-time... cheaper to find some talented student perhaps?

in addition to the price of the finished application (which would probably be more a function of the amount of the coder's time expended than the complexity of the code itself, directly) what level of support does the company expect, and for how long?
sure it might take 6 months to code the project, but if something needs to be tweaked/fixed/rewritten down the track, how will that be handled?
as a ballpark figure, I'd consider anything less than $30,000 for 6 months of my time as not worth it - double that and I'd be happy to code it and support it for another 12 months

If it is 6 month, i would say it is -as a full time job (8-10h/day)- round about 25.000 Euro.
25.000 Euro * 1.4 = US$ 35,000.
If he is a developer, he can do it himself. If he isn't a developer, how should he

What you have told does not sound like a full time job for 6 month. Maybe a
hobby project for 6 month, so it could be half the price or less.
Checking more existing products and prices would be the best for a start imho.
The app he is using doesn't satisfy him, but there are many apps available,
just try some other product demos/trials.
Spinning off this six months thing. I work full time (*2 most of the time) as a developer and I really hate myself any time I give someone an estimate on time. Last project I estimated six weeks, but had to rethink so much it took close to a year. Its extremely difficult, especially on larger projects, to estimate time... Also keep in mind once your product is out it just goes into a different phase. Its nothing you can just leave behind - support - changed in windows - etc etc...
using the tried and true formula, double the number and increment the time scale (days>weeks, weeks>months), that 6 week estimate rounding out as 12 months is spot on
