In a way it would make sense. But it might be a mighty little bit too late.

Let's just hope it's not going to be yet another incarnation of Windows 98...

Windows OS is based on X86 instructionset of Intel but ARM-processors are used
in most smartphones and tablets (iPad) because they are more efficient and consume
less power. Poor MicroSoft always running behind the real innovators. The money comes
from Windows XP - Win7 and Office 2007 - 2010. However Win8 ,9 ,10 or Office 2011,
2012, 2013, etc. etc. is not going to work anymore to stay in business.
