A puzzle to be solved...
Hi, i've recently found a puzzle to be solved and wondered if anyone here has any idea about this. Basically the below image is supposed to mean something, has anybody here any clue to what it means? have you seen this before in mathematics? Any help will be greatly appreciated.

he he..,PB! you sly old dog! i've decoded it now! 
but still none the wiser, i think the treasure is somewhere in kent! but i may be wrong. The puzzle is quite elementary if you can see the order in the cards. Me and my mate Tim are on this 24/7 and we seem to have got to the position others have in a year in only 8 days!!! so we are doing well. I hope to say we have found it soon
