HexWorkshop is wonderful for that kind of thing! You can get the 30 day trial and see if you like it.

I don't know CYGWIN   
 
Apparently it's a big package
I have try do download it ....
In my research, i have found also Kdiff it's a freeware under GNU License

I know you said this topic is Resolved, but I really think you want "HxD":

It's: Free, portable, a hex editor, ram editor, disk editor, and file comparisons.
I swear by it, it's the best tool I've seen for these sorts of tasks. Try it before
