Those "bots" are a special feature of phpbb3,
it's able to identify the most popular webspiders.
And yeah they are registered users, but they can't post.
In fact they have pretty much the same privileges are guests (people surfing without logging in),
except for a few tweaks that kinda makes them slightly gimped compared to guest users but simple to spider the forums.

They probably noticed major changes (new forum layout) throughout most of the forum and flagged it as needing re-crawling, they probe a lot of sites all the time and not always do they index anything.
