Hm... Sorry, I can't detect the reason.
I'm using 4.20/XP...

Could you try to re-arrange the If-conditions?
Can you separate the "If AllowMetaRefresh" and "If ExtractRegularExpression"?

I've got no idea at the moment... Or do you see any logical error at my code?!
