Press the mouse down to resize the designed window. Before you even move the mouse, the window edge jumps a few pixels.
Edit: Start dragging/resizing the designed window. Move the mouse over the horizontal scrollbar at the bottom of the scrollarea. Release the mouse button. Things acts like you didn't release the button.
