Are there any known issues with 3.94 compiled programs & Vista?

No known issues, but why not use 4.02 instead?

Windows 10 Pro, 64-Bit / Whose Hoff is it anyway?

AFAIK if you are going to program under vista you need 4.x (where the ide now saves preferences in user settings)
