You may already have phone dialing software on your computer (it's a while since I've used a modem). If not then downloading a freebee would be the easiest way. If you really want to code your own then do a search for "Hayes AT Commands". You would open up a file to your serial port and send (write to file) "ATZ,ATD" or similar. I forget the exact commands but this is the gist of it.
