Port Error

If my network application crashes and I need to restart it, I get the following error message:

"Waiting for port to open."

When I get this error message, it takes a minute or two for the port to clear, during which clients can't reach the server. Is there a way to proactively clear the port so it will open immediately? Ideally, I'd like a PureBasic solution, but I'd be perfectly happy with a BASH solution if necessary, in which case I could implement it in a wrapper script or call it from the Purebasic program.
