Intervene with windows security

Hi,

I'm building an application that looks like a sort of firewall.

Question I have at the moment is:

How can I see the event of an action of an application, before it's being executed.

And how do i capture those events?

I know I'm asking alot, but i hope someone can get me started, or at least convince me it is possible to program this in purebasic.
